Issue description

Google Chrome	69.0.3497.35 (Official Build) dev (64-bit)
Firmware Version Google_Lulu.6301.136.57

Steps to repro:
# Launch ChromeVox with ctrl + alt + z
# Navigate to chrome://extensions and click on the "details" button for any extension
Expected: page has headings, landmarks, etc. for the screen reader to use
Actual: no markup
