Steps to repro:
# Enable Highlight object with keyboard focus in Settings > Manage Accessibility Features
# Launch keyboard shortcuts app using ctrl + alt + /
# Use tab to put the keyboard focus into the search box and then into the list of categories 
Expected: focus ring appears
Actual: no focus ring

Steps:
# Enable "Highlight object with keyboard focus" from Status Tray > Accessibility or from Settings. 
# Place focus anywhere on a page, note that an orange ring appears around the focused element
# Place focus in the Omnibox 
Expected: Omnibox gets orange ring indicating focus
Actual: orange ring remains on the page contents, no highlight in Omnibox. 

Also occurs in the search box in the Keyboard Shortcuts app local to the OS.
