Alternative keys window remain on screen even if keyboard is closed.

Project Member Reported by shend@chromium.org, Aug 22

Issue description

Chrome Version: 69.0.3497.50
OS: Chrome

What steps will reproduce the problem?
(1) Focus on a text field to bring up VK.
(2) Hold down on a key to bring up a window with alternative keys.
(3) While still holding down the key, tap somewhere else to dismiss the keyboard.

What is the expected result?
All keyboard related windows disappear.

What happens instead?
Alternative keys remain on the window and we can't close it.

Please move alternative key window to new ui directory.
and listen on main window's visibility change.
When the main window hide, hide itself as well.
