Alternative keys window remain on screen even if keyboard is closed. |

Issue descriptionChrome Version: 69.0.3497.50 OS: Chrome What steps will reproduce the problem? (1) Focus on a text field to bring up VK. (2) Hold down on a key to bring up a window with alternative keys. (3) While still holding down the key, tap somewhere else to dismiss the keyboard. What is the expected result? All keyboard related windows disappear. What happens instead? Alternative keys remain on the window and we can't close it. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
