Chromevox does not announce aria-label on a role list

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.21.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.35 Safari/537.36
Platform: 10895.21.0 (Official Build) beta-channel link

Steps to reproduce the problem:
1. Open https://codepen.io/Splaktar/debug/dqPJMv
2. Enable Chromevox
3. Use Search+Right Arrow to navigate to the list and through the list
4. Note that it does not announce the aria-label

What is the expected behavior?
When on the wrapper div that has an aria-label, the contents of this label should be announced. This works properly on VoiceOver for macOS.

What went wrong?
Chromevox ignored the aria-label on the div with role="list".

Is there any way to determine which version of Chrome that this fix went into?

My testing shows that it was not fixed in Chrome 69 Stable.
