Overflow menu should be scrollable when apps don't fit in the menu

Issue description

Chrome Version: (copy from chrome://version)
OS: (e.g. Win10, MacOS 10.12, etc...)

What steps will reproduce the problem?
(1) Pin many items into overflow menu until newly pinned apps no longer fit in the overflow menu
(2) 
(3)

What is the expected result?

The overflow menu should be scrollable.

What happens instead?

It is not scrollable.
