Remove OnFirstSurfaceActivation messages to renderer processes

The following messages need to be deleted when surface sync is enabled on  android, since they are no longer needed:


- FrameMsg_FirstSurfaceActivation
- BrowserPluginMsg_FirstSurfaceActivation

Also, ChildFrameCompositingHelper should no longer have SetFallbackSurfaceId.

This has been partially fixed. 

FrameMsg_FirstSurfaceActivation cannot be removed until surface synchronization is on by default on Android.
