[VR Browsing] The permission dialog appears blank, text appears after a few seconds.

Chrome Version: 70.0.3528.2

Does not repro on Android O.

This only happens on the first dialog. Consecutive dialogs do not have this issue. So to get a repro, you need to clear site settings first.

What steps will reproduce the problem?
(1) Reset Chrome permissions. On site this means going into overflow menu and clicking clear. (In 2D, click security icon > site settings > clear and reset.
(2) Go to permission.site page
(3) Enter VR Browsing
(4) Click on "Microphone" button.

What is the expected result? A permission dialog appears showing text and buttons.

What happens instead? The dialog appears but it's blank. No text. After a few seconds the text and buttons appear.

VR: Fix popups in VR on Android P

The issues only appear on Android P and using software Canvas
instead of HardwareCanvas resolves the problem. It looks that
HardwareCanvas get locked and doesn't refresh.
