Run Lighthouse audits with local overrides enabled

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
Local override won’t be enabled in Lighthouse
Will be great if we could run Lighthouse on patches written via local overrides

What is the expected behavior?
Saved local overrides can be picked up by Lighthouse and used in audits for easier optimization validation

What went wrong?
Lighthouse cannot take advantage of local overrides

Did this work before? N/A 

Chrome version: 68.0.3440.106  Channel: stable
OS Version: OS X 10.13.6
