[UserTimingL2] null passed to measure API should be interpreted as string

In UserTimingL2, if passing null to start/end, the API should interpret it as a "null" string.

This behavior changed after fixing crbug/876324.

We will re-enable this behavior and re-enable performance-measure-null-exception.html which tests it.
