Code Coverage for Multi-page Apps When code coverage first launched, you can load a bundle and track coverage through a sequence of X pages in a user journey, now the panel refreshes upon page load

Steps to reproduce the problem:
Code Coverage for Multi-page Apps
When code coverage first launched, you can load a bundle and track coverage through a sequence of X pages in a user journey, now the panel refreshes upon page load

What is the expected behavior?
an option to turn toggle whether the coverage tool to persist and update its analysis over multiple clicks

What went wrong?
 the panel refreshes upon page load

The issue seems to be out of TE-scope as it is related to source code. Hence, adding label TE-NeedsTriageHelp for further investigation from DevTools team.
