On Windows 10:

When resizing from the top left corner of the window, a couple things happens:
- The video layer is anchored in the window on the origin (0,0), so it moves with the origin of the window. The video is then redrawn to stretch to be the full window size, causing some jankiness, especially visible on the bottom right corner.

- The window 'redraws'(?) itself as it resizes, causing a step-like artifact on the right side of the window.
