SyncChrome runs outside of the sdk and is responsible for getting a copy of the Chrome source tree.  depending on network weather, this stage can take 15min to 30min.

we should be able to run it in parallel with the InitSDK & SetupBoard & SDKBuildToolchains & SDKPackage steps which themselves tend to take many hours.  if running in parallel with a single job would be easier, then InitSDK should be OK for now.
