[PIP] WIndow appears under the wrench menu |

Issue descriptionOn Windows, the omnibox and user menu surfaces draw below the PiP window. The wrench menu draws on top, but we expect it to appear under.

IIRC, we discussed PiP staying on top of the rest of the Chrome windows, and it looks like platform specific for the ordering. I'll check with Amy on what we want the behavior to look like.

Unfortunately, there is no guarantee that we can have that much control over the ordering of windows. I don't know how the other popup windows are shown but I would expect them to use some similar mechanism as the Picture-in-Picture window and the ordering may end up done at a system level. |
