[PIP] Tab indicator icon is blurry at 1.5x

Chrome Version: M70
OS: Windows 10, 1.5X scale factor

What steps will reproduce the problem?
Enter PiP mode with 1.5X scale factor set.

This may be the case because of fractional scaling.

AFAIK desktop doesn't currently support fractional scaling +pkasting@ who I believe is working on the issue more broadly.
