CrOS Shortcut Viewer a11y: unable to select text in app for copy

Steps to repro:
# Open Shortcuts using ctrl + alt + /
# Attempt to use mouse to select text so that you can copy it
Expected: text can be selected
Actual: no selection possible

It would be reasonable that users might want to copy/paste their favorite shortcuts into another application.

#ash-keyboard-shortcut-viewer-app set to 'Disabled' 

Reproduces per steps above.

Sorry for the confusion, "mash" means the app version. If it still repros with the app disabled, it's not a "mash" problem.

Re-testing as part of our assessment. Since it's been two milestones, I did not try changing the flag and just tested the UI out of the box. If that's an issue, please just let me know. 

Issue still reproduces per steps above. 

Bumping priority due to our assessment.
