First run is frequently interrupted

Issue description

Chrome Version: 70
OS: Chrome

What steps will reproduce the problem?
(1) Go through the "add person" flow on a device.
(2) Trying to do something after signing in

What is the expected result?
One of two things should happen. I should be locked out of taking any user-initiated action until first-run is complete OR first-run activities should not interrupt whaqt I'm doing.


What happens instead?
I sign in and start opening a web site, filing feedback, interacting with settings, etc and as I'm trying to do things new UI will pop up over what I'm doing at intervals over the first 30s or so. The most glaring are the assistant and play store setup flows and Chrome extensions that get synced and then insist on navigating the user to a page to set up sign-in or some other state on the extension.
