Another complication is that since the tabs list is not behaving like tabs, if ChromeVox focus is on the tab using linear navigation, pressing enter does nothing instead of invoke the tab.

Sorry for the confusion, "mash" means the app version. If it still repros with the app disabled, it's not a "mash" problem.

We only can go through the list when ChromeVox is on.

Hi ovanieva@, are we changing any usage flow? e.g. users can press "Tab" key to the list?

Re-testing as part of our assessment. Since it's been two milestones, I did not try changing the flag and just tested the UI out of the box. If that's an issue, please just let me know. 

Issue still reproduces per steps above. Unable to scroll as keyboard user. 

Hi shibasheikh@, please comment if we want to add an additional "tab stop" to the list? 
If we are doing so, there might be other more functions we need to support, such as when users tab on the shortcut list, then users can use arrows to iterate the shortcut list.
