The widget directory has become a dumping ground for generic widgets, feature specific widgets, and full blown features.

We should do the following:
1.) Move truly generic reusable widgets to the top level ui/ directory
2.) Move feature specific widgets to feature specific directories already in chrome/ (i.e. widget/findinpage -> findinpage directory)
3.) Introduce more structure to existing ui/ directory and add appropriate OWNERS files.
