Tried testing the issue on latest chrome stable #70.0.3538.77 using Windows 10 by following below steps.

Steps:
=====
1.Launched chrome.
2.Installed chrome remote desktop extension-"https://chrome.google.com/webstore/detail/chrome-remote-desktop/gbchcmhmhahfdphkhkmpfmihenigjmpp/related".
3.Tried sharing the access with other system and after ending the session.
4.Observed that chrome taskbar icons did not disappear.

Attached screencast for reference.
@reporter: Could you please help us in knowing "Log into local computer at console", so that it would be really helpful for further triaging of the issue. I don't think this is about Chrome Remote Desktop? The reporter used RDP, which is a Microsoft product, unrelated to Chrome Remote Desktop.
There is also Chrome RDP application in Chrome Web Store, but it is also unrelated to Chrome Remote Desktop.

My understanding of this report is:

User runs Chrome (or a Chrome app) on a Windows machine.
Chrome icons are visible in Windows taskbar.
User logs out of Windows machine locally (leaving Chrome running).
User accesses machine from remote location (using Microsoft RDP).
User disconnects remotely.
User logs into machine locally (from physical console).

Chrome is still running on the machine. Taskbar icons should be visible, but they aren't.

If my understanding is correct, this sounds like a problem with how Chrome sets its window icons in the taskbar, or it could be a Windows bug.

I think we need further clarification from the original reporter?
