OAuthMultilogin does not support an empty list of accounts

Issue description

There should be a DCHECK in gaia_auth_fetcher.
Something like:

DCHECK(!accounts.empty()) << "Use Logout instead.";

Does not happen with the new approach: in UPDATE mode there is always syncing account, in PRESERVE mode GAIA should handle the case.
