What steps will reproduce the problem?
1)Sign into User -> Go to chrome://settings -> Now under 'People' section click on 'Screen lock' option
and  enter User Password in 'Confirm your password' dialog box -> At 'screen lock options' section select 'PIN or Password' option by clicking on 'SET UP PIN' and 
2)Enable toggle option of 'Show lock screen when waking from sleep' ->Go to chrome://settings/display -> At 'Internal Display' select High resolution
3)Mow click on Uber Tray and select 'Lock' option -> In lock screen observe unable to see other Digits('0' and 'Backspace' Key)-> On scrolling nothing happens -> even on 'Tab' also unable to view Digits

Expected: 
a)Scroll should work in Lock Screen when Display is changed to Huge Size and 'PIN or Password' option is set
b)On 'Tab'  should be able to view Digits 

Actual: Instead unable to scroll and even on 'Tab' also unable to view Digits 

This is Regression Issue seen as same is working fine on M-63


Note: Issue is also seen on M-64,M-65,M-66,M-67,M-69 and M-70
