Regression: Able to check/uncheck the checkbox even from a distance beside 'Review sync options following setup' text

Chrome Version: 68.0.3440.118/10718.88.0 Stable-channel Kip, Reks & Daisy
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> Connect to Network and sign-in to a user 
(2)In Sync setting overlay, try clicking beside 'Review sync options following setup' and observe

Actual: Able to check/uncheck the checkbox even from a distance beside 'Review sync options following setup'
Expected: Should be able to check/uncheck the checkbox only when we click on the checkbox or on the 'Review sync options following setup' text

This is a Regression issue as same is working fine in M67

NOTE: Issue is also seen in M69 and M70.

The paper-checkbox seem to be "display: inline-block;" , but cr_input is "display: flex".
