Issue descriptionChrome version : 70.0.3529.0 (Official Build) f36604dbb975d27c686eccb77d02398ba2e3ddde-refs/branch-heads/3529@{#1}(32/64-bit) OS :Win(7,8,8.1,10) ,Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14) and Linux(14.04 LTS) OS Precondition: Sing into chrome with valid username and password. Steps to reproduce: 1. Launch chrome and navigate to 'chrome://settings/people' page. 2. Press tab key to bring focus on 'Turn off' button and press enter key . 3. On 'Turn off sync and sign out?' overlay ,press tab key until focus reaches to 'cancel' button and again press enter key. 4. Observe. Actual Result:Focus does not stay on 'Turn off' button after clicking on cancel button on sign out overlay. Expected Result:Focus should stay on 'Turn off' button after clicking on cancel button on sign out overlay. This is a regression issue broken in ‘M-70’ and below is bisect info. Good build: 70.0.3525.0 Bad build: 70.0.3526.0 You are probably looking for a change made after 583987 (known good), but no later than 583988 (first known bad).
