Public account mode in Unified System Tray

Issue description

According to the source code, it seems we had public account mode support in old SystemTray.

Currently we have no mention to the feature in Unified System Tray spec, and it's not clear if any action is needed to support the feature in Unified.

This is a tracker bug for investigating the feature and figuring out action items for it.

So far we've added the indicator icon in the tray for public sessions by M70. (Issue 870409)
I think that potential remaining work would be to adjust the format of account information row of the tray bubble if there's requirement.
