logcat.txt is sometimes zero byte when ARC tests failed

On investigating  issue 875952 , lack of logcat.txt made it tricky to look into the issue. Check why this happens.

I can't reproduce this issue even with lab DUTs... Please let me know if anybody finds something.

arc: Avoid file descriptor leak.

This is a possible cause of  crbug.com/876191  because there is a
open file descriptor of logcat.txt when it is copied over to
the host.
