"Install App" dialog: Screen reader does not read app name / origin

Issue description

Chrome Version: 70
OS: Chrome, Windows, Linux

What steps will reproduce the problem?
(1) Turn on screen reader (on Chrome OS, Ctrl+Alt+Z).
(2) Go to a PWA. e.g.: https://killer-marmot.appspot.com/web/
(3) Trigger the PWA installation: Chrome Menu -> Install $APPNAME.

Shows the dialog seen in the attached screenshot. Title "Install app?". Dialog text: "Killer Marmot. killer-marmot.appspot.com." Buttons: "[Install] [Cancel]"

What is the expected result?
Screen reader reads out: "Install app? Dialog. Killer Marmot. killer dash marmot dot appspot dot com. Install button. Cancel button."

What happens instead?
Screen reader reads out: "Install button. Install app? Dialog. Install app? Window. Press Search plus Space to activate."

Problems:
- It doesn't read the app name or origin. [This is high priority, the rest is just cleanup.]
- Reading "Install app? Window." is redundant.
- "Press Search plus Space to activate": Is this necessary? (Does it read this on every button? You can also just press Enter to activate.)

Not sure if this should block the Windows launch, since it's already launched on Chrome OS.

When I do this with Window 10's screen reader (Meta+Ctrl+Enter) it says:

Hmm, so it seems it's not an issue on Windows.

dsexton (original reporter), can you confirm which platform you're using? For now, I'm removing Windows OS.
Confirmed. Windows does present the app name.

 I did not know if there might be further info during install.

There is an issue where windows screen readers are reading the tab's title instead of the install dialog's title, but this is due to another Chrome-specific issue and isn't caused by this particular dialog.
Status: WontFix (was: Assigned)
Sounds like this is working as intended.
