Video controls appear over non-video elements

Issue description

Chrome Version: 69, 70
OS: Windows 10

What steps will reproduce the problem?
(1) Open https://bugs.chromium.org/p/chromium/issues/detail?id=875747
(2) Scroll down the page.

What is the expected result?

The video elements should pass underneath the bug title section.

What happens instead?

The video controls are drawn above the bug title section while the video itself is underneath it.
