skylab staging failing because 1 out of 2 required DUTs can not be repaired

All three problems need to be resolved.
- 2 DUTs in staging lab is too few.
- The suite currently requires both to be working
- One of them needs to be manually repaired.

Will hotfix by dropping the requirement down to one for tonight.
