Downloads are failing with Virus scan failed error

Version: 70.0.3528.0 (Official Build) canary (64-bit) (cohort: Clang-64)

In chrome://safe-browsing, the Download protection tab is empty.

Nothing related to a blocking download in the event viewer for Windows Defender.

What file-type and URL are you attempting to download?

I assume this is a dup of crbug.com/870998

Yes it seems very similar. The main difference being that I don't have a third-party antivirus installed.

So far I tried downloading the Chrome beta installer (.exe) https://www.google.com/chrome/beta/

The z-zip installer (.msi)
https://www.7-zip.org/download.html

And a bunch of document types from any Google Docs document. (.rtf, .txt, .pdf, etc)
