Issue descriptionChrome should preload the main resource of lazily loaded frames so that both (a) Above-the-fold frames load faster, since otherwise they wouldn't start loading anything until the first layout happens and Chrome knows where each frame is on the page, and (b) Below-the-fold frames load faster once the user scrolls near them.

Re #1: I'm not sure what you're asking about. Are you asking about whether the main resources of frames that are lazily loaded as part of the LazyLoad feature (https://docs.google.com/document/d/1e8ZbVyUwgIkQMvJma3kKUDg8UUkLRRdANStqKuOIvHg/edit#heading=h.fuqo94v1qejx) will be preloaded by default or not, or are you asking about whether the LazyLoad feature itself will be enabled by default or not?
