ChromeVox: Hitting Ctrl+Alt+Z twice inside the test does not disable Chromevox on sign out screen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.84 Safari/537.36
Platform: 10718.71.2 (Official Build) stable-channel kevin

Steps to reproduce the problem:
1. Download TestNav app on chromebook
2. Select TN Reference from the homepage
3. Login with the below user id/pwd
   googleuser / googleuser
4. Start the test and once the test starts, hit Ctrl+Alt+Z twice. Which turns on and off the chromevox. 
5. Click userdropdown and select "Signout of testnav" option

What is the expected behavior?
chromevox should remain off on the signout screen

What went wrong?
Chromevox re-enabled on the signout screen

OS Version: 68.0.3440.87

Additional info:

This looks like an issue with the google spokenFeedback API. We are calling two of these API's in TestNav: spokenFeedback.set, spokenFeedback.clear. Here are the steps for the issue in terms of the api calls.

We have chromevox off and then we set spokenFeedback to disabled (API).
Then we press ctrl+alt+z any number of times
Then we call spokenFeedback.clear
Chromevox is then turned on at this point, but the documentation says that the clear API will set chromevox to it's default state

This is actually intended behavior. If you enabled ChromeVox on the signed out screen previously, it should remain on/be re-enabled.

Chromevox was not enabled on the signedout screen previously. Scenarios is that a user login to a test and then hits ctrl+alt+z twice, which turns on & off when in the test as expected. And as soon as the user logs out, chromevox is re-enabled. 

This defect needs re-opened.
