Missing DevTools paint data with OOPIF layout tests

Run a try job with this patch and look at the failures, or look at the existing try job runs.

Devtools Timeline doesn't have paint data about subframes.

  virtual/threaded/http/tests/devtools/tracing/

Fix so we can enable OOPIF for layout tests.
