"AppViewTest.TestAppViewRefusedDataShouldFail" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. The patch or the failure have nothing to do with SequenceManagerFuzzerProcessorTest. Could you please make sure that your test descriptions are correct and the right owners are assigned?
