A11y: Chrome://settings Earcons are repeated in rapid succession

Chrome: 70.0.3524.2 Canary

Steps to repro:
# With ChromeVox enabled, visit chrome://settings
# Navigate to the 'On startup' heading using search+h
# Press search+right arrow to reach radio buttons

Expected: Earcon is played once

Actual: Earcon repeats several times

I cannot reproduce this behavior with standard radio buttons on other web pages

Google Chrome	69.0.3497.35 (Official Build) dev (64-bit)
Firmware Version	Google_Lulu.6301.136.57

This reproduces for me intermittently about 70% of the time. Sometimes the earcon is played twice, sometimes it is played once.
