Issue descriptionChrome Version: 69.0.3497.41 Nokia 8 OS: Android 8.1.0 What steps will reproduce the problem? (1)Go to https://webrtc.github.io/samples/src/content/getusermedia/resolution/ (2)Click 4K button What is the expected result? Throw OverConstrainedError as the phone cannot support 4K. This works fine for 8K button. What happens instead? Chrome tries get the Video feed and displays black in color. Some times flickering of black color is also observed. This is not the expected behavior. Regression? No it is having the same problem in M68 68.0.3440.91 Stable.

Could you post the output of the Video Capture tab from chrome://media-internals please? This will tell us whether or not the camera reports 4k resolutions to Chromium as supported, which could cause the described symptoms.

Based on what media internals says, the camera reports resolutions up to 4k as supported for both front and back camera. That is why Chrome does not report attempts to open them at those resolutions as overconstrained. Short of hard-coding a corrected list of supported formats based on the device models into Chromium, there is not much we can do about this on the Chromium side. We should check if there is anything that can be done at the Android OS level, and if not there, at the camera driver level.
