Regression: Unnecessary spacing is seen in context menu

Chrome Version: 70.0.3524.2/10983.0.0 dev-channel Daisy, Reks and Kip
OS: Chrome OS

What steps will reproduce the problem?
(1)(1)Sign-in to user>> Right click on the screen for context menu, click on shelf position and observe unnecessary spacing

Actual: Unnecessary spacing is seen in context menu 
Expected: Proper spacing should be there

This is a Regression issue as same is working fine in 70.0.3519.3/10974.0.0 dev

Thanks for reporting.
We have a min-size of 256px for contextual menu to make them more touchable and reduce hand traveling.
