Similar to Issue 865911.

Chrome Version: 67.0.3396.99 stable on link, 70.0.3528.0 dev on caroline
Network info: Emobile D25HW mobile USB & wifi router, in USB mode, no USIM

Steps To Reproduce:
(1) Open Network in system tray.
(2) Turn on and connect the mobile router via USB. See "Mobile Data" section appears.
(3) Remove the cable.

Expected Result:
Mobile data section disappears after a while.

Actual Result:
Mobile data section stays there until sign out.
Its status stays "Initialising...".
Settings app also keeps showing the mobile data section in the same status.
