What steps will reproduce the problem?
(1) Launch Chrome and navigate to chrome://settings.
(2) Press tab key till focus travels to 'Chrome name and picture' option.
(3) Press Enter to navigate to chrome://settings/manageProfile.
(4) Now, press Enter again (on the back arrow besides Edit person) and observe the focus highlight.

Actual  : Grey focus highlight does not stay on 'Chrome name and picture' user chrome://settings.
Expected: Grey focus highlight should stay on 'Chrome name and picture'.

This is a non-regression issue, seen from M70, since 'Chrome name and picture' option has been introduced from build #70.0.3526.0

Note: Additionally, also observe that after navigating back from chrome://settings/manageProfile to chrome://settings (by pressing enter on the back arrow besides Edit person), pressing tab takes focus directly to Appearance > Themes instead of 'Manage other people' option.
