video_PlaybackPerf: CPU usage regression at kevin/bob

Cpu memory usage regression at kevin have been caused since ChromeOS 10962.0.0.
It happens regardless of codec and sw/hw decoding.

This regression may be related to  crbug.com/873822 .
A bunch of warning in log perhaps increases cpu usage.
