Steps to reproduce:
1.Launch chrome and Navigate to above URL.
2.Click on Three Dot(Wrench Menu) in omnibox and select 'create shortcut' option.
3.Navigate to chrome://apps and Right click on created shortcut 'permission.site' and choose 'open as window' option.
4.Click on shortcut and click on any button(Eg.Notification,Location)
5.Observe Permission bubble.

Actual Result: Permission bubble is seen on RHS of omnibox in created shortcut window.
Expected Result:Permission bubble is seen on LHS of omnibox in created shortcut window.

This is a regression issue, broken in 'M-70, and below is  bisect-info:
Good Build:70.0.3504.0(Revision:578511)
Bad Build: 70.0.3505.0(Revision:578873)
