Issue description

This CL most likely caused issues:

Most troublesome is very small time between freezes on some Win tests.

The VP8 tests using two temporal layers is definitely caused by the cl linked in #1. Those all seem like improvements: fewer dropped frames with shorter time between rendered frames as result.

I think the VP9 KSVC changes are more likely caused by https://bugs.chromium.org/p/chromium/issues/detail?id=875391
