[NewTabPage] If the detached Bookmarksbar is enabled and you navigate away from the NTP, the NTP-content shifts up for a moment

Issue description

Chrome Version: Canary Version 70.0.3528.0
OS: MacOS 10.13.6, but probably OS=ALL

What steps will reproduce the problem?
(1) Select a NTP background (the issue is better noticeable then)
(2) Open a NTP
(3) Make sure, that the Bookmarks Bar is in detached mode and is part of the NTP
(4) Click on a tile or type an address into the Omnibox and press Enter to navigate away from the NTP to the expected page

What is the expected result?
The detached Bookmarks Bar should keep there as long as the NTP content is visible during the navigation.

What happens instead?
- Detached Bookmarks Bar disappears too early
- Content of the NTP shifts up
- A white box appears at the bottom of the page

A screencast and a screenshot are attached.

I think this is not a regression, but is more noticeable now using the NTP-Backgrounds.

This only happens when the Bookmarks Bar is in detached mode and is part of the NTP. This doesn't happen when the Bookmarks Bar is in attached mode and is part of the Toolbar.

I think this occurs when a theme with a background image has been set too. In fact, the style of text under icons in the screenshot looks like it's from a theme because of the pill around the text, thought the attribution indicates it's from the Landscapes collection.
