Chrome Version: Canary Version 70.0.3527.0 
OS: macOS 10.13.6

What steps will reproduce the problem?
(1) Use 11" MacBook Air;
(2) Open a NTP;
(3) Expanded the window from Menubar to the Dock;
(4) Click on the Gear Icon.

What is the expected result?
The Menu to customize the NTP should open.

What happens instead?
Nothing happens. The Gear icon is clickable, only if I shrink the window to a smaller size, so that only the Fakebox (without the tiles) is to see.
