Browser's content frame being cut off on left and bottom edge in maximized window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3521.2 Safari/537.36

Steps to reproduce the problem:
1. Launch Chrome
2. Maximize the window
3. Browse to a webpage

What is the expected behavior?
The webpage with scrollbar and tooltip and the bottom shouldn't be cut off (cropped)

What went wrong?
The webpage with scrollbar and tooltip and the bottom are being cut off (cropped) slightly.

Did this work before? Yes 70.0.3514.0

Able to reproduce the issue on Windows 10 using chrome reported version #70.0.3521.2 and latest canary #70.0.3528.0. Issue is specific to OS-win.
