CSS transitions on transform of SVG elements does not cause the element to render

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36 Steps to reproduce the problem: 1. Create a JS accessible SVG with elements that are offscreen 2. Add CSS to transition the transform style 3. Have JavaScript change the transition so that the offscreen elements should be onscreen (translate, zoom, ect.) What is the expected behavior? SVG element that is offscreen should slide into view from left What went wrong? SVG element does not appear until any transform is reset to 0 or a change through DevTools is made Did this work before? Yes 66.0.3359 (It worked in the middle of May) Does this work in other browsers? N/A Chrome version: 68.0.3440.106 Channel: stable OS Version: 10.0 Flash Version: This is likely an issue with optimizations for CSS transitions. The problem might also occur with transitions of other CSS properties
