Poor performance on Reddit

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Visit a large thread on Reddit (On the old design)
2. Scroll down until the "discussions in r/***" tab appears in the bottom right corner
3. Scroll around that area and observe the lag

What is the expected behavior?
Smooth performance

What went wrong?
This issue popped up for me this past week, probably after a Windows update. Whenever I'm scrolling through a large Reddit thread the performance is just abysmal. I've tried disabling all my extensions, testing out in incognito mode, disabling/enabling HW acceleration, reinstalling and such but it'll still scroll like a slideshow. Yet for some reason if I close the tab that pops out on the bottom right corner the performance gets better (but still not as smooth). Also I think it might be Reddit in general is performing bad on Chrome for some reason. If I go to a subreddit that has animated CSS going on, it stutters/lags pretty bad when I go to a thread.

Did this work before? N/A 

Chrome version: 68.0.3440.106  Channel: stable
OS Version: 10.0
Flash Version: 

I've also tried this on various other Chrome builds such as Chrome Canary, Chrome Beta, and on Opera and I still get the same performance hits.

Unable to reproduce the issue on reported chrome version 68.0.3440.106 using Windows 10.
Steps:

1. Launched reported chrome 
2. Navigated the URL " https://www.reddit.com/r/AskReddit/comments/99vt0l/the_entirety_of_reddit_is_in_a_bar_fight_how_does/ "
3. Scrolled down and UP on both on normal mode and incognito mode
As we are able scroll down normally and seen Smooth performance 

@Reporter: Request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists.

Not sure if specs matter as I've seen what people have in those above links but mine is an AMD A8-5550M APU with 8GB of RAM.

@2nd comment: I've tried what you suggested before and it made no difference. 

As I mentioned before I'm seeing the same performance problems on other Chromium based browsers such as Opera.

Also I've been playing around with the developer console/F12 mode, when I switched to Mobile in the device toolbar scrolling is smoother (but has an odd skip) compared to Desktop.

Recorded another video showing what I've done above and the performance difference it makes. I'm using the arrow keys to scroll in the video.

As per comment #6, As we are able to reproduce the issue on reported chrome version 68.0.3440.106  also on latest chrome 70.0.3533.0 using Windows 10 and Mac 10.13.5.  
 
Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged.
NOTE: Issue not seen on Ubuntu 17.10 and scrolling lag observed with up arrow key on latest chrome 70.0.3533.0

The lag issue went away for me somehow, and I would like to provide steps on how to fix it but I've literally done no changes/modifications to my setup since I reported it.
