Can't start enable Crostini

Chrome version: 70.0.3511.0 (Official Build) dev (64-bit)
OS: Chrome

Repro steps:
1. Turn on linux apps
2. Wait for crash

Expected: Crostini to install
Actual: Get "Error installing linux... The linux container didn't start. Please try again." messages each time

After failed install, chrome://settings shows linux enabled, and terminal won't start.
