Dual monitor issue. Clicking a tab in chrome forces fullscreen Netflix app to minimise in second monitor

Reported by callu...@googlemail.com, Aug 19

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Open Netflix app (https://www.netflix.com/app). Set it to fullscreen.
2. Open chrome in secondary monitor. Create multiple tabs.
3. Clicking on any chrome tabs forces the netflix app to minimise.
3. Click on a chrome tab.

What is the expected behavior?
Netflix app remains fullscreen.

What went wrong?
Netflix app minimises when clicking a different tab.

Interestingly using the ctrl + tab shortcut to change tabs does not cause this issue.

Also worth noting that clicking on the current tab when the netflix app has focus will also result in netflix being minimised.

Did this work before? N/A

Chrome version: 68.0.3440.106 Channel: stable

Steps Followed:
1. Launch Chrome on primary monitor
2. Navigate to netflix.com and play any movie in full screen
3. Launch chrome in Secondary monitor and open multiple tabs.

Observation:
Didn't observe netflix tab going minimizing

callum17@ Could you retry the scenario on clean profile with no apps/extensions and let us know your observations.
