poor performance to display setting animation

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.32 Safari/537.36

Steps to reproduce the problem:
1. disable HW acceleration (because latest chrome not compatible with HW intel HD5500.. very high GPU memory usage)
2. 
3. open chrome://settings/passwords; chrome://settings/autofill ...

What is the expected behavior?
option to restore previous performance (before this design material,...) disable transition animation.

What went wrong?
can't disable this transition animation, can't disable tablet design.. and very poor performance to display settings.

Tested this issue on Windows 7 & 10 on the reported version 69.0.3497.32 and the latest Canary 70.0.3527.0 and unable to reproduce the issue by following the below steps.

1. Launched Chrome, navigated to chrome://settings and disabled Hardware Acceleration.
2. Navigated to chrome://settings/passwords, chrome://settings/autofill and could enable/disable the button without any issues
Attached is the screen cast for reference.

Request you to check and confirm if anything is missed from our end in triaging the issue.
Also request you to provide a screen cast of the issue observed which will help in better understanding.

it's not issue but performance problem.. not to switch button but when change page (when navigate:open setting and go to subpage sync,password,address...).
Each time I change page (in settings) I see transition effect; but slow because I disable HW graphics acceleration (too many problem with intel card)

Is it possible to disable its transition animations? although it will be preferable that it be automatically disabled when hardware acceleration is not available to prioritize performance.

Tested this issue on Windows 10 and 7 on the reported version 69.0.3497.32 and the latest Beta 69.0.3497.42 by following the below steps.

1. Launched Chrome and disabled Hardware acceleration.
2. navigated to chrome://settings and then clicked on passwords link.
2. Can observe some transition animation.
3. Tried the above steps by enabling Hardware acceleration and the same behavior is observed.
Attached is the screen cast for reference.

Request you to check and confirm if this is the performance problem you are seeing.
A screen cast will be helpful in better understanding.

Hi,
I search to disable this animation. (all effect disabled in windows)
Laptop use integrated intel graphics with shared memory (poor perf+ new HW accel problem in chrome that require to disable it)
In all windows apps when disable HW accel (example MS office) this disable all transition effect to increase display performance and not increase CPU load.
Difficult to reproduce, the problem is much more visible when the CPU load is high (use more tabs) or use other apps in second screen (I use 2 screen)

Re-Tested this issue on Windows 10 and 7 on the latest Beta 69.0.3497.57 and unable to reproduce the issue as per comment #6.
Couldn't observe any animation effect and also no increase in CPU load is observed after disabling Hardware acceleration in chrome://settings.

Attached is the chrome://gpu details.

As this issue is not reproducible at TE-end, removing 'Needs-Bisect' label and requesting UI>Settings team to look into the issue and help in further triaging.

ok, you use a real graphics card Nvidia not same as intel. I use poor intel integrated (HD5500) with shared memory.

Disabling HW acceleration will cause poorer performance.  This is expected.

What happens when you do not disable it? You say very high GPU memory usage, but what does that end up doing to your system?
I disable HW acceleration because  Issue 872894 .
In general, disabling hardware acceleration also disables all animations of transitions between menus, typing... to avoid performance problems as much as possible. (before material design tablet, chrome not use transition animation, more fast, better display performance with or without HW acceletation). Example with Android if disable animation in system, Chrome respect this choice except for the effect of unwinding the main menu).
One option with windows to disable all transition animation in chrome://settings ?

Settings page/subpage animations have been removed at http://crrev.com/c/1324915, so this should no longer be an issue.
