Tested this issue on Windows 7 & 10 on the reported version 69.0.3497.32 and the latest Canary 70.0.3527.0 by following the below steps.

Launched Chrome, navigated to chrome://settings/autofill and could observe the enable/disable option for Autofill forms.
Request you to provide the exact details of the issue observed and a screen cast of the steps followed to reproduce this issue will be helpful in better understanding.

How can return to previous beta version? and see two option.
Now this settings disable autofill address but disable in same time autofill for all other field(by double clic, but not delete data stored and synced for autofill field)

Able to reproduce this issue on Windows 10, Mac OS 10.13.3 and Ubuntu 17.10 on the reported version 69.0.3497.32 and latest Beta 69.0.3497.35 as per comment #2.

What is the issue exactly with not being able to autofill?

Two separate toggles were added to control Autofill for Addresses and Credit Cards individually in M69 but were later removed because the feature was not going to be fully ready for M69. Autofill should however continue to work and should be controllable using only one toggle.

if disable autofill (button in ADDRESS and CB), this disable the all 3 autofill (classic, CB and address). It's not possible another time to disable only CB and Address autofill?

Autofill for addresses is unsuitable and does not bring any benefit compared to the standard autofill form in my case. The implementation of the previous option to disable address auto-filling and CB separately made it possible to disable these 2 auto-fillers and to preserve the classic forms auto-fill (like IE or firefox) asked a long time ago and finally back and satisfied.

if understand it's temporary regression?

 and for the explanation: why I do not use the autofill address and I want to disable only the autofill address and CB but use the classic autofill:
  -we must clear the fields not required, that Chrome will fill.
  -manually correct because the wrong fields are filled
  -still enter fields that are not filled and the autofill classic(double click) does not work (chrome detect address form).
  -phone numbers are still incompatible with France (+33 123456789 international become 0123456789 for local France; must add 0)
  -can't control this address list, Chrome add new without request.

  -for the automatic filling of address form, it would be better to have an extension that will look for the addresses directly in Contact and Maps of google.

Thanks for the explanation. Removing the options to control Autofill separately for Addresses and Credit Cards was a temporary measure until the feature is ready in M70. You can see how the feature looks like as of now in the latest build of Chrome Canary.
